Notice of Proposed Modification to Wholesale Rate under Arkansas Act 676 of 2009
In accordance with Arkansas Act 676 of 2009, codified as Ark. Code Ann. § 23-4-1101 et seq., (“Act”), Arkansas Electric Cooperative Corporation (“AECC”) must provide its members, each of which is represented on AECC’s Board of Directors (“Board”) with at least sixty (60) days prior notice of AECC’s intent to request an increase in its wholesale rates and charges. This memorandum serves as that notice. Staff has recommended that the Board authorize the filing of a request for rate relief with the Arkansas Public Service Commission (“Commission”) under the Act and approve a rate increase that is equal to 5.0% of AECC’s total gross revenues, which includes revenue from demand, energy, fuel, and other sources. If approved, the modified Rate-1 will produce approximately $54.1 million in additional annual revenue. The recommended modifications to AECC’s Rate-1 wholesale rate are summarized as follows:

Staff recommends that the Board discuss and vote on this recommendation during the February 4, 2026, Board meeting. If the Board approves the recommendation, AECC anticipates that it will file its request with the Commission on February 4, 2026, and will request that any rate relief granted by the Commission become effective on June 1, 2026.
